Method
- Preheat the oven to 350°F (175°C).
- In a mixing bowl, combine flour, baking powder, salt, granulated sugar, and half the cocoa powder.
- Stir in milk, melted butter, and vanilla extract until smooth.
- Pour the batter into a greased 9x13 inch baking dish.
- Mix brown sugar with remaining cocoa powder and sprinkle evenly over the batter.
- Carefully pour hot water over the top - do not stir!
- Bake for 35-40 minutes until the top is set and edges are bubbly.
- Let cool for 15 minutes before serving.
